In fact, this is a scene from the movie Joker: Folie à Deux – part 2 of the 2019 hit Joker . Lady Gaga plays Harleen Frances Quinzel (Harley Quinn), a criminal psychiatrist who is corrupted after falling in love with the notorious criminal Joker (Joaquin Phoenix).
Filming took place at New York’s City Hall. Lady Gaga was walking up the stairs when a woman called out to her in a harsh tone.
