In the world of OnePiece, there is a continuous power struggle between pirates and the World Government. The World Government can’t deal with the pirates on their own, so in order to keep the pirates under check, they created the Marines. The Marines are led by the Fleet Admiral, which is the highest position in the organization.

However, as the Fleet Admiral is the most important person within the Marines, they cannot move out of the base so easily. So, the Fleet Admiral makes use of the Admirals, who are considered the biggest weapons of the Marines. Over the years, just a handful of individuals in One Piece have reached the rank of Admiral, which shows that it is very tough to attain the rank.

7Zephyr

While Zephyr is not a canon character, he definitely is one of the most well-known characters in OnePiece. He is the main villain of OnePieceFilmZ. Zephyr joined the Marines when he was still a teenager and managed to rise through the ranks, and eventually reached the status of a Marine Admiral. Zephyr was responsible for training many future Marine heroes which included the likes of Akainu, Aokiji, Kizaru, Onigumo, and Momonga. Zephyr did not possess any devil fruit, but he was very apt at using Haki.

Biggest Achievement: Almost all the Marines possess an incredibly powerful devil fruit, but Zephyr is the only exception. He did not have any kind of devil fruit, instead, he relied purely on his Haki. It is fair to assume that Zephyr’s Haki was on another level in comparison to the rest of the Marine Admirals.

Strongest Attack: As previously stated, Zephyr did not have any devil fruit abilities, although he did have a weapon named Battle Smasher. The weapon was made of Sea Stone which helped him fight devil fruit users. Zephyr’s Smash Buster attack was strong enough to send Kizaru flying.

Weakness and Defeat: It is safe to assume that Zephyr’s lack of a devil fruit caused him problems at some point in the past. Zephyr’s biggest defeat came at the hands of a pirate who cut his arm off while another killed his family. The World Government’s reluctance to take action was one of the main reasons why Zephyr abandoned the Marines and created his own group.

Powers: Zephyr did not have a Devil Fruit, but that didn’t stop him from becoming one of the best fighters in the history of the Marines. Considering the fact that he served as the mentor of some of the biggest, and noteworthy Marines, it is safe to say that Zephyr was a master at using both types of Haki.

6Ryokugyu

Ryokugyu made his debut in the series during the Reverie arc. He joined the Marines after Aokiji and Akainu’s fight at Punk Hazard. After the fight ended, Aokiji left the Marines and Akainu was promoted to the position of Fleet Admiral.

Ryokugyu joined as an Admiral, and at the time, there was very little information available about him. His face and his abilities remained a mystery until the Wano Country arc. He was involved in a major fight against the Revolutionary Army, but he was unable to prevent them from escaping. According to Doflamingo, both Fujitora and Ryokugyu are monsters because of their incredible strength.

Biggest Achievement: Ryokugyu’s abilities were revealed toward the end of the Wano Country arc. The fans had speculated that the Admiral would have a very powerful devil fruit, and they were proven right. So far, his greatest achievement is that he has eaten nothing for three years, and yet he is able to fight and perform all the other activities that a normal person does.

Strongest Attack: Ryokugyu came to Wano to capture Luffy and the other big-name pirates to get in Akainu’s good books. With the help of his devil fruit, Fujitora can bring down large meteors from the sky. These meteors can destroy an island with ease. He was also able to fight against Sabo, who is the chief of staff of the Revolutionary Army. Fujitora managed to stall Sabo’s progress without breaking a sweat. This was acknowledged by Sabo, who admitted that he couldn’t find a way past the Navy Admiral.

Biggest Achievement: Ever since his appearance, Fujitora has been involved in some major fights. He has fought against the Chief-of-Staff of the Revolutionary Army at Dressrosa and Jack of the Beasts Pirates. Fujitora was once again involved with the members of the Revolutionary Army during the Levely arc. His most significant achievement is that he took the blame for the incompetence of the Marines at Dressrosa.

Strongest Attack: Fujitora’s strongest attack is powered by his Zushi Zushi no Mi. In this attack, Fujitora gathers an enormous amount of gravitational energy around him and then releases it toward his opponent. The sheer power of this attack can completely decimate any object in its path.

Weakness and Defeat: Fujitora seems like a very rounded character with almost zero weaknesses. It is possible that the Admiral’s blindness can prove to be a hindrance, especially in a battle against a strong opponent. Fujitora has not suffered a defeat yet, but he did fail to stop Sabo and the Revolutionary Army in Marijoa.

Powers: Fujitora’s Zushi Zushi no Mi is an immensely powerful Devil Fruit, as it gives him power over gravity. By increasing the gravitational force over an area, Fujitora can create massive craters. He could also stop a person from moving. If he wants to take down a strong enemy, Fujitora can even bring down a meteor from the sky.

4Aokiji

With his devil fruit, Aokiji can easily freeze anything that he touches. He managed to fight against Akainu for several days, whilst having the weaker devil fruit. This shows that Aokiji’s Haki is extremely strong, otherwise, Akainu could have easily won.

Biggest Achievement: Aokiji has been involved in numerous fights so far, but his screen time has been reduced ever since he left the Marines. Aokiji’s greatest feat is saving the Marines from imminent death at Marineford. Without his Hie Hie no Mi, Whitebeard’s seaquakes would have wiped out the majority of the Marine soldiers.

Strongest Attack: ​​​​Everything points toward Aokiji becoming a pivotal character in the final saga of One Piece. Kizaru’s abilities make him a dangerous opponent and not many characters match his speed. His most impressive feat was casually ignoring the warning from Ben Beckman and attacking Law’s ship.

Strongest Attack: The Pika Pika no Mi is an exceptionally powerful devil fruit, and its powers interested Dr. Vegapunk. The scientist studied its powers and then went on to use the devil fruit’s power to arm the Pacifista and the Seraphim with powerful weapons. Kizaru’s strongest attack is the Yasakani Sacred Jewel, which can cover a large area and cause widespread damage. Weakness and Defeat: Kizaru’s devil fruit is his biggest strength, but his overreliance on it can prove to be dangerous. Powers: Kizaru’s Devil Fruit makes him a threat to all of his adversaries. His speed is on a different level from most of the characters in the series. He can blitz his foes, depriving them of any chance to escape or counter. The power behind his attacks is enough to destroy a crew with ease.

2Akainu

Currently, Akainu holds the position of the Fleet Admiral of the Marines. He was able to become the Fleet Admiral after defeating Aokiji in a duel that lasted for ten days. Akainu is a believer in “Absolute Justice,” and he makes sure that justice is carried out against criminals at any cost.

Akainu ate the Magu Magu no Mi, a logia-type devil fruit that has insane attacking power. Akainu’s strength is very frightening. He was able to fight against Whitebeard and even managed to deal a few blows to the “Strongest Man in the World.” Akainu also managed to scare away the Blackbeard Pirates when the latter tried to make a deal that included Jewelry Bonney.

Biggest Achievement: Akainu is among the most hated characters in One Piece. He has been responsible for the killing of countless innocent people. Sengoku was held in very high regard by the Gol D. Roger, and the other legendary characters. While Sengoku was still an Admiral, he fought and captured Shiki albeit he needed help from Monkey D. Garp.

Sengoku is one of the few characters who possess a mythical zoan-type devil fruit. His Hito Hito no Mi, Model: Daibutsu allows him to transform into a giant golden Buddha. While transformed, Sengoku is able to create shockwaves from the palms of his hands. So far, Sengoku is among the only two known Marines who possess Conqueror’s Haki.

Biggest Achievement: Currently, Sengoku might not hold a position of significant power, but he remains one of the strongest characters in One Piece. Sengoku’s power was even acknowledged by the Pirate King, which is not an ordinary accomplishment by any means.

Strongest Attack: Sengoku is a grizzled veteran who has fought many strong characters in his scintillating career as a Marine. Unfortunately, the only time Sengoku went all out in a fight was in the Marineford arc, where he used his devil fruit to attack Luffy and later the Blackbeard Pirates. Weakness and Defeat: Sengoku is a highly respected individual, and he is one of the few Navy soldiers who are aware of the truth about some of the darkest secrets of the World Government. Considering he is over 60 years old, it wouldn’t be surprising if Sengoku’s stamina has decreased. He has not lost any major fights, but he was unable to stop Whitebeard and Blackbeard from causing significant damage to Marineford.

Powers: Sengoku has a Mythical Zoan-type Devil Fruit, which is considered to be the rarest class of Devil Fruits. Sengoku hasn’t had the opportunity to use his Devil Fruit freely, so it is hard to predict what other kinds of abilities he has. For now, fans know that Sengoku can release shockwaves from the palms of his hands.
